You would have to use a mic that had the lowest frequency response you could find. Most audio equipment is setup for the 20Hz - 20Khz range, including, amps, speakers, recorders and Mics.
 
This is the problem, if you had a mic that was able to pick up 10Hz but your recorder was only able to record as low as 20Hz you would never record anything below 20Hz. You have to make sure all your equipment matches. 
 
Speakers are a little different, you would not hear anything above 16KHz or so and below about 20Hz, it is out of your hearing range. 
 
If you had a mic and recorder that could pick up audio below 20Hz and above 20kHz you could use  audacity to raise or lower the recorded frequencies to an audible level.
